Where Frost Does Not Come Every Year
The places where a 32°F night comes in fewer than half of winters, and why a "last frost date" means little there.
Of the 5,028 places with an indexed frost page, 199 get a 32°F night in fewer than half of winters, and 88 recorded none at all in 1991–2020. They are in California (62), Florida (57), Hawaii (38), Puerto Rico (26), Texas (12), Arizona (4).
In these places NOAA's frost dates describe only the winters that freeze, so a date such as "last frost January 20" is the middle of a handful of cold snaps, not something that happens most years. The pages here give the share of winters with a freeze and the month it is most likely instead. Of the places below that were also in the 1981–2010 normals, 88 froze less often in the newer set.
The 60 with the most frequent freezes of 199. Share of winters with at least one night at or below the temperature, NOAA NCEI normals.
